Limited government is the empowerment of the congress, president, and federal courts and places limits on each branch. Most of the limits are placed under congress. Because people are the source of power and has much authority than other branches, congress needs more limitations so it doesn't become too powerful. What this means is that nether the government nor any other government officials can be "above the law" or overstep the constitutional bonds.
